In the novel Hallowe'en Party, Inspector Timothy “Tim” Raglan is the Police officer from Woodleigh Common in charge of the investion of the murder of Joyce Reynolds. Probably due to the encouragement of Superintendent Spence who had retired and is living in the village, Raglan proves to be helpful and receptive to Poirot when he arrives at Woodleigh Common to investigate the case at the urging of Ariadne Oliver.

Towards the end of the story, Poirot lays out his conclusions to an assembly of senior law enforcement officials. At this point, Poirot has not yet secured the proofs he needs but Raglan tells the gathering that at first he thought Poirot's way of talking and his ideas are fantastic, but now he is converted and that he believes that Poirot is going to be proven right.
