In the novel The Seven Dials Mystery, Terence O'Rourke is the secretary of Sir Stanley Digby the Air Minister of the British government. Together with Sir Stanley, O'Rourke is a guest at a house party hosted by Sir George Lomax at Wyvern Abbey. There, a secret meeting is held where, on behalf of the British government, Sir Stanley takes possession of a secret formula for treating steel being offered by a German scientist Herr Eberhard. O'Rourke keeps the document with him during the night. Unfortunately for him, criminal elements are after the forumla and O'Rourke finds himself heavily drugged into a sound sleep during the night and the formula removed.

Terence O'Rourke is described as "a tall young man with laughing blue eyes and a typical Irish face". He takes an interest in "Bundle" during the house party and "Bundle" finds him "a vibrant personality".
