In the short story The Submarine Plans, Mr Fitzroy is the loyal secretary of Lord Alloway. When a set of submarine plans was stolen from the study of Lord Alloway, Fitzroy was one of very few people with opportunity. However Alloway dismissed the possibility. Fitzroy was absolutely trustworthy. And in any case, he did not have to wait till then to steal the plans--he could make copies anytime he wanted. Fitzroy had been distracted and had left the study for a few moments when he heard the maid of Mrs Conrad scream, but then no one could have accessed the study without passing him.

Fitzroy was described as a thin, pale young man with pince-nez who had a methodical mind.
