In the novel The A.B.C. Murders, Inspector Kelsey is a police officer from Bexhill-on-Sea who investigates the murder of Betty Barnard. He is detailed to work with Inspector Crome on the case.
When Inspector Crome is going to interview Mr Barnard and Mrs Barnard, he says that Inspector Kelsey can go with him. Poirot says that he will also accompany them, and Inspector Kelsey grins broadly. Hastings feels that this is because Kelsey thinks Poirot is a joke.

In the film adaptation of The A.B.C. Murders in Series 2 of ITV's Agatha Christie's Poirot, Inspector Kelsey does not appear. His superior, Superintendent Carter takes on some of his role and is personally present with Japp and Poirot during the investigation.
In the anime show ABC Murders, NHK's adaptation of The A.B.C. Murders, there were two officers present at the meeting hosted by Sharpe (Japp) who discuss what they could do about the threat to Bexhill. We can assume that the senior is Carter and the subordinate is Kelsey. The characters are not named and as is common in the anime series, the voice actors behind these minor parts are not credited.
