In the novel The Secret of Chimneys, Dutch Pedro was the nickname of a member of the Comrades of the Red Hand. He got hold of coded letters, that queen Varaga of Herzoslovakia had written to King Victor (aka Captain O’Neil) under the alias of Virginia Revel.
During the revolution in Herzoslovakia, he ran off and ended up in Uganda, where he was saved from drowning by Jimmy McGrath. Grateful he followed McGrath around like a dog until few month later, he became ill and died. On his deathbed, he passed on the letters to McGrath explaining that they were a ‘goldmine’. However, it’s not certain if he knew the truth about those letters or if he thought about blackmailing the real Virginia Revel.
