In the novel At Bertram's Hotel, Comstock is a police officer who attends a meeting chaired by Assistant Commissioner Ronald Graves to discuss the how to combat a growing spate of large scale organised crimes. Comstock is likely to be a senior officer as the text notes that each member of the meeting was a man of some importance in his own line. Of all the officers present, Comstock is the only one whose rank is not given. He is described as a man with a "sharp, foxy face and alert eyes".
