In the Tommy and Tuppence short story The Ambassador's Boots, Cicely March is a young woman who runs a beauty parlour in Bond Street which serves as the marketing agents for the "Cyclamen" range of cosmetic preparations.
While investigating the strange events involving the kit bag and boots of American ambassador Randolph Wilmott, Tommy Beresford advertised seeking anyone with information on one "Eileen O'Hara" who was believed to be involved. Cicely March answered the advert but it turned out that it was part of an elaborate ruse to lure Tommy away from his office to her beauty parlour where she and her accomplice planned to silence him.
However Tommy had seen through the ruse, primarily because he saw that Cicely's peroxide blonde hair was the result of a dye and that she had dark hair originally. This fitted the description of Eileen O'Hara as given by Richards. Accordingly, Tommy left word for Albert Batt and Tuppence who brought the police to the rescue.
It turned out that Cicely March was the leader of a drug smuggling gang who used the mixed up and switch of the ambassador's kitbag as a means of getting some drugs through customs. While the ambassador was crossing the Atlantic on the Nomadic, Cicely had disguised herself as "Elieen O'Hara" and gained access to the ambassador's cabin by pretending to feel faint outside.
