In the novel Passenger to Frankfurt, Cedric Lazenby is the Prime Minister of the U.K. He makes several appearances in the story, generally chairing various meetings to discuss what is to be done about the wave of unrest and insurrection sweeping many countries in the world. In Chapter 17 he chairs a meeting with the German Chancellor Heinrich Spiess who brings disturbing news about what might be behind some of the troubles.

Lazenby's prefered approach is to take matters into his own hands and fly off to various places to have summit meetings with "the Russians, the Chinese, the Ethiopians, the Argentinians or anywhere else the fancy takes him". On the other hand, others struggle to keep him in check and heed their advice to just sit back, do nothing and leave it to his officials.
