In the novel The Clocks, Bill Ramsay is the older of Mrs Ramsay's two young sons. They were mischievous boys who caused their mother a good deal of stress. Their neighbour Mrs Hemming was always complaining that they bullied her cats: they used a catapult on them, hide and make ambushes and throw apples. Colin Lamb and Dick Hardcastle found that they also attached a hose to the tap and climb up onto a pear tree in their backyard from which they could spray water on the cats in Mrs Hemming's property.

However Bill and his younger brother Ted also helped the police without knowing it. From their backyard it was possible to get through the hedge into the backyard of Miss Pebmarsh in No. 19. After they heard that a dead body had been found in No. 19, they sneaked into Miss Pebmarsh's backyard to hunt for clues. They showed the Colin Lamb and Inspector Hardcastle what they found: it looked like a lot of junk such as a clothes peg, bits of broken china and rusty cutlery. However Colin Lamb spotted a coin which he kept--it turned out to be a Czech Haller, which was unusual.
